Agriculture will develop Africa, says minister
Africa must maximise its agricultural sector to achieve self-reliance and participate in the world economy, Ernest Debrah, Ghana's agriculture minister, said yesterday.
"The goal for the sector is an agricultural-led development that eliminates hunger and reduces poverty and food insecurity, to thereby open the way to expanding our exports," Debrah told a summit on agriculture in development.
Heads of state from Algeria, Nigeria, South Africa, Uganda and Mali were expected to attend, but instead sent their agriculture ministers.
Agriculture is the mainstay of Africa, employing the majority of the continent's 830 million people in a subsistence capacity.
Tariffs imposed on African exports, combined with subsidies for farmers in developed nations, have virtually blocked African goods from competing on the world market, contributing to the crippling poverty that afflicts one third of the continent's people.
Last year a study by the World Economic Forum said most sub-Saharan countries were worse off economically today than they were directly after decolonisation. Per capita gross domestic product today was $200 (R1 200) lower than in 1974, it said.
Under the New Partnership for Africa's Development and in conjunction with the UN's millennium development goals, African states have pledged to spend 10 percent of their annual budgets on agriculture. Funds are to be used to develop rural infrastructure, enhance food supply and engage in sustainable land use to halve poverty by 2015.
