WHAT IS BLACK EMPOWERMENT?

In May 2002, the then Premier of the Western Cape, South Africa, Pieter Marais, provided the following (useful) definition on Black Empowerment:

DEFINING BLACK EMPOWERMENT

The term “Black Economic Empowerment” has created certain popular misconceptions, among which are:
That it is a form of narrowly targeted, risk-free, preferential entitlement and allotment financed by the government.
That it is a hand-out
That it is racialism in reverse

Whereas the term in fact refers more precisely to "Opportunity Mapping". There is no system of preferential allotment, but there is selected procurement. And the element of risk is commensurate. Government is supportive, but not ring fenced by obligations.

The Black Economic Empowerment Commission was formally established in May 1998 -(BEECom.) under the auspices of the Black Business Council- (BBC) an umbrella body representing 11 black business organisations. According to an executive summary report of the BEEcom, a consultative conference was held on 30 September 2000. The views of these and subsequent discussions with stakeholders were incorporated into the report.

The following definition of BEE was adopted by the Commission: It is an integrated and coherent socio-economic process. It is located within the context of the country's national transformation programme, namely the RDP. It is aimed at redressing the imbalances of the past by seeking to substantially and equitably transfer and confer the ownership, management and control of South Africa's financial and economic resources to the majority of its citizens. It seeks to ensure broader and meaningful participation in the economy by black people in order to achieve sustainable development and prosperity.

After much debate in both media and business forums this definition has been widely accepted. It now behooves government and the private sector to jointly formulate an integrated state driven strategy, embracing the key components of BEE.

Believing that sustained economic development can take place in South Africa in a vacuum created by the absence of BEE is short-sightedness in the extreme. The country still has one of the most unequal distributions of income in the world, which is a reflection of the extremely low levels of black participation in the economy. This is unacceptable.

What needs to happen is that we create a coordinated set of guidelines and regulations as part of a national strategy with targets and demarcated roles and obligations for the private sector, the public sector and civil society, over a given period. This will go a long way to clearing up any misconceptions in the market and will serve to impart a sense of direction and hopefully a feeling among all South Africans of nation building.
