CCA's Congressional Testimony on AGOA
Herewith a brief summary of the testimony.
Mr. Hayes' testimony acknowledged the importance of AGOA to the U.S.-Africa trade and political relations as well as the real opportunities the law has presented for both U.S. and African businesses. His statement also examined the limitation of AGOA, outlining Africa's need for improved infrastructure, skills capacity building, private sector development and continued government reforms to improve its ability to participate in the global economy.
Mr. Hayes proposed greater outreach to state trade agencies in the U.S.; AGOA-training with businesses and partnering with Africans to promote the investment opportunities in their individual countries; and, increased partnerships between the U.S. and African businesses help our economy as much as those of Africa.

AGOA has played a major role in strengthening the economy of a number of countries in Africa.
The Corporate Council on Africa has fully supported the legislation from its inception and continues to find ways to ensure U.S. investors play a role in maximizing AGOA benefits to the U.S. economy. Stephen Hayes, President of the Corporate Council on Africa, testified before the House International Relations Committee Subcommittee on Africa, Global Human Rights and International Operations on October 20th, and provided an assessment regarding the private sector view on the status of AGOA five-years after passage.
