INTERNATIONAL CONFERENCE
TANZANIA

An international conference on the [African] Great Lakes Region – as proposed by the United Nations Security Council in partnership with the African Union – will be held at a Summit of African Heads of State in Tanzania in November 2004.
The seven core Great Lakes Region countries are Burundi, the Democratic Republic of Congo (DRC), Kenya, Rwanda, Uganda, Tanzania and Zambia.
The objective of the conference is to bring together the leaders of the countries of the Great Lakes Region to establish a regional framework for the adoption and implementation of a stability, security and development pact around four main areas:
The current issue of NEPAD Dialogue, the weekly electronic newsletter of the NEPAD Secretariat, emphasises that the process is designed to be as inclusive as possible. In addition to the core countries, efforts are being made to involve other stakeholders, including representatives of the civil society in those countries, neighbouring countries and friends of the region, as well as international development partners.
The second group of countries to attend the conference as observers will include neighbouring and other African countries (Angola, Central African Republic, Congo, Ethiopia, Gabon, Malawi, Mozambique, Namibia, Nigeria, South Africa, Sudan and Zimbabwe), and bilateral and multilateral development partners.
As an African-led programme conceived by African leaders to further the socio-economic development of the continent, the New Partnership for Africa’s Development (NEPAD) is playing a key role in mobilising opinion for peace and security as preconditions for viable and sustainable development.
The conference preparations are being linked where possible to the ongoing activities of the NEPAD Regional Communities whose objective include some of the priorities of the conference.
The United Nations/African Union partnership aims at encouraging and coordinating the contributions of various regional and sub-regional African organisations and programmes. The organisations and programmes include the East African Community, the Southern African Development Community, the Common Market for Eastern and Southern Africa, the Economic Community of the Central African States, the Central African Economic and Monetary Community, the African Development Bank and NEPAD.
The call for an international conference on the Great Lakes Region is the recognition of three crucial issues:
National preparatory committees and a regional committee together with a national co-ordinator from the Summit host country, Tanzania, are already in place and working to a timetable geared to the November Summit.

* Peace and security;
* Democracy and good governance;
* Economic development and regional integration; and
* Humanitarian and social issues.
* first, that the conflict in the Democratic Republic of the Congo had regional dimensions;
* second, that the people of the Great Lakes Region are so interlinked socially, economically, culturally and linguistically that instability initially generated by internal causes in one country could quickly spread to the entire region; and,
* third, those solutions to the conflicts and instability in each of the countries concerned can be effectively addressed only within a regional framework.

Hello,
I just read the article on the Great Lakes Region conference held in Tanzania this year.mine is a short comment.
My opinion is that this conference is a huge steptowards attaining peace in the region as it involves the key decision makers in the area. The fact is once they do not see eye to eye on pertinent issues then there is no way the people are going to
co-operate.
With more of this kind of dialogue involving different personalities there is bound to be progress
