Housing is of paramount importance to any country’s
well-being.
In South Africa the delivery of subsidised housing
has progressed with mixed sentiments - politically the government
claim success with target achievements while those, waiting for their homes,
do not believe the process is adequate.
Restrictive, probably justifiable procedures on the identification of beneficiaries,
the approval of projects, the appointments of developers/contractors,
the completion of projects and the payment procedures to
developers/contractors have hampered delivery.
Further more, the acclaimed appointment of emerging developers/contractors
has influenced performance.
The concerning issue is the number of developers who, due to cash flow restraint,
have been forced into liquidation, abandoning projects,
leaving professional teams, suppliers, subcontractors, laborers and other stakeholders
out-of-pocket and last but not least the beneficiary homeless.
After initial research we, the FDA, have found that a number
of RDP/SUBSIDISED projects were "inactive/dormant" due to mainly:
Developer/Contractor Cash Flow restraints
The FDA is aware of various initiatives to assist Developer/Contractors
with cash flow management, project management and material provision.
However, we have yet to find an initiative that addresses the problem
of reinstating these "dormant/inactive projects".
Inevitably, the remaining subsidy allocation would not be sufficient
to complete the project and this excludes reinstating
poor workmanship, damage, theft and/or vandalism to the project.
HOW DO WE ADDRESS THIS PROBLEM?
Assist in establishing small business ventures through local Micro Lenders
The completion of these dormant projects may have a major impact
on the housing delivery programme and in the process enhance the
capacitating of the emerging developer/contractor.
The FDA has reason to believe that this problem is evident in
Uganda and Namibia and therefore in the rest of Africa.
Our objective would be to continue with this project throughout Africa.
Lack of material supply
WE NEED TO CREATE AN INTEGRATED SUSTAINABLE DEVELOPMENT PROCESS WHEREBY WE COULD:
Identifying these "dormant/inactive projects"
Determining the reason for this
Reinstate the Developer/Contractor (where possible)
Determine the cost to reinstate the project
Determine the cost of completing the project
Determine the available outstanding subsidy
Provide funding for the difference/shortfall
Identify other proposed development and social projects within the community
Prepare an Integrated Sustainable Business and Socio-economic plan
Determine a total cost for this INTEGRATED PLAN
Determine what TOTAL funds are available
(Balance on the housing project and other proposed projects)
Endeavor to raise funds or loans for the shortfall from:
Development Banks;
Aid Organisations;
Foreign Investment Programmes.
Numerous value added projects may be identified
and processed within the framework of this
INTEGRATED SUSTAINABLE DEVELOPMENT PLAN!
Where the Developer/Contractor is found to be negligent in the
handling of project funds, the Department of Housing/Relevant Authorities could/should
pursue the normal legal procedure.
A new developer/contractor then need be appointed and the project completed.
