THE NEED FOR WATCHDOGS

In today’s developing markets and particularly in Africa many financiers of projects have seen their money misappropriated through bad management, theft, hidden costs and benefits to certain individuals.

WATCHDOGS has been established to provide a professional watch over projects for their Clients in order to maintain financial integrity and to ensure that funds are properly dispersed.

WATCHDOGS therefore provides
· Assurance to Clients/financiers as listed above
· Experienced registered professional monitoring with high integrity and honesty over projects as an interface between the Client, the design team and contractors

WHAT DOES WATCHDOGS DO

They assist the Client by
· Checking the financial feasibility of project
· Going through the Clients brief and ensuring professionals adhere to brief
· Checking estimates, finding hidden costs or unauthorised expenditure
· Ensuring that there are no hidden costs in tendering procedures and tenders received
· Checking the monthly valuation of work done in order to assure the Client/financiers that the value certified = the value of work done
· Monitoring cash flow
· Checking final accounts
· Attending monthly Client/financial meetings
· Preparing a monthly financial status report, together with Clients’ professional team
· Providing a photographic record of project
· Possible assisting with financial arrangements and planning

WATCHDOGS CAN ALSO

· Design or accept design and construction responsibilities or day to day project administration
· Prepare estimates
· Prepare financial feasibility studies
· Prepare design briefs
. Prepare construction documentation
. Provide traditional quantity surveying and cost engineering services
. Provide project management for all types of projects
. Provide an all inclusive turn key service with responsibility for the entire project

WHO ARE THE WATCHDOGS

· Professionally trained Quantity Surveyors and Cost Engineers with a minimum of 15 years experience to provide construction cost monitoring
· Professionally trained Senior Engineers who evaluate designs etc. to ensure design and cost integrity of project
· Architects who check designs and provide quality control audits
· Accountants and auditors who verify financial integrity
· Professionally trained legal advisors specialising in construction law and registered arbitrators

ENGINEERING
· Civil's including roads, dams, runways, water purification and reticulation, sanitation plant and services, all electrical plant and reticulation services, heavy engineering solutions
· Plant - all types of plant and equipment
· Structural engineering including concrete or steel framed buildings, bridges etc.
· Electrical engineering including electrical plant, high and low tension reticulation
· Mechanical engineering including process plants, mechanical installations, air conditioning plants etc.

ACCOUNTING AND AUDITING SERVICES
Watchdogs will provide registered accountants to fulfil the functions of: -
· Auditing of cost plus contracts
· Final auditing of accounts
· Establishing the financial procedures
· Providing financial reports
· Funding
· Providing financial planning for projects
· Providing a tax consultancy service
· Possible assisting with financial arrangements and planning

LEGAL SERVICES

Watchdogs will provide registered attorneys and lawyers to fulfil the functions of: -
· Legal advice only on construction matters only including: -
· Arbitration
· Mediation
· Mitigation
· Contractual advice etc.

FEES FOR THE EMPOLYMENT OF WATCHDOGS

There are various cost structures for the employment of Watchdogs depending on what service is required by the Client. Watchdogs will be pleased to discuss this with the Client/Financier

· Buildings and Engineering projects:
Depending on the service required, the size of the project, any training required, complexity, time duration of the project, representation requirements, number of meetings to be attended, etc. a fee will be negotiated with the Client.

· Accounting and Auditing Services:
To be paid on an hourly consultation basis dependant on the Client’s requirements
· Legal Services:
To be paid on an hourly consultation basis dependant on the Client’s requirements

NOTE:
Should there be limited access to the site i.e. on an island or a country with only one flight per week or limited access additional fee arrangements will need to be made.

Should the client require a full time staff representative on a site, this will be by arrangement on an agreed basis.

DISBURSEMENTS
· All disbursements are charged at cost including
o Flight and accommodation costs
o Typing, printing and duplication
o Telephone, fax and electronic transfer
o Costs for photographic recording dependant on what will be required.
       Options available are: -
              . Digitised photos sent weekly
              . Web cam monitoring
              . Aerial photography
              . Video
              . Site monitoring by site photographic personnel

ADDITIONAL SERVICES PROVIDES

Watchdogs can provide the following additional services at an agreed fee: -
· Quality control
· Property valuations
· Research and advice into and appointment of professional teams
· Research and advice into and appointment of contractors
. Site investigation reports
. Project analysis
. Cost modelling
