THE YES (YOUTH EMPLOYMENT SUMMIT) RWANDA
FIVE-YEAR STRATEGY AND OPERATIONAL PLAN

Background
YES Rwanda (YR) is a local Non-governmental Organization that is part of Global Youth Employment Summit (YES) Campaign, an initiative launched by the Boston based Education Development Center (EDC) (www.edc.org) and former US President Bill Clinton in 2002. The initiative was inspired by the urgent need to take action to address the challenge of youth unemployment. The overall objectives of the YES Global Campaign are twofold:
      • To build the capacity of young people to create sustainable livelihoods; and
      • To establish an entrepreneurial culture where young people will work towards self-employment.

Under these two objectives, the YES Campaign seeks to create sustainable livelihoods for millions of young people mainly in developing parts of the World between the year 2002 and 2012. Youth Employment is rooted in MDGS and the UN Secretary General’s high level panel on Youth Employment recommended a framework to further youth employment globally knowns as 4 Es UNESCO and YES Campaign added other 2Es. The 6 Es are: Employability, Equity, Entrepreneurship, Employment Creation, Empowerment and Environmental sustainability.

YES Rwanda’s Mission:
To lead a process and specific interventions to create 200,000 decent and productive jobs by 2012. Given 2005 cost of living, a US$250-300 (rural and urban) monthly income is required to provide basic decent and productive livelihood. If such number and quality of jobs would be created, Rwanda’s GDP would increase by over 30%, MDGs and Vision 2020 targets would be attained and at best surpassed in five years.

Approach and achievements
      1. Youth Employment has to be part of Government’s macro-economic policy and development effort. YES Rwanda worked closely with the Government to have Rwanda become a youth employment lead Nation, for details visit: www.ilo.org/yen.
      2. Youth Employment has been integrated into EDPRS. A logframe (JESPOC) focusing on youth was included at last hour due to concerted advocacy. Monitoring, project piloting and more sustained advocacy are a must to translate EDPRS content into decent and productive jobs for disadvantaged youth.
      3. The GoR passed a US$77 million National Action Plan on Youth Employment on March 14 2007-a process YES Rwanda consistently worked on since 2004.

YR Organization Development
      1. YES Rwanda undertook a baseline study on youth unemployment (2005) in six out of then twelve administrative regions.
      2. Based on the survey findings, a responsive Five Years’ Strategy and Operational Plan (SOP) to create 200,000 jobs was formulated.
      3. A core team of five staff (two international) has been put in place to roll out the SOP.

YR Needs       1. Capacity Development. Limited resources (Human and Material) have constrained the organization’s potential. The Team of Experts that included consultants and officials from EDC, MIFOTRA, Trocaire and NPA meeting in Kibuye recommended a team of 12 people to roll out the SOP, funding available allowed only four staff.
      2. Strategic partnerships with institutions of core competence in YR’s priority programme areas to carry out project piloting. Priority areas are: Policy, Research and advocacy (PoRA); Business and entrepreneurship Development (BED) and Communication and Out Reach(CandO) and Youth livelihoods and Education (YLE).
