HURRICANE KATRINA
Once again - Civil Society should be a critical link!

The devastation caused by HURRICANE KATRINA has now been rated as the most expensive natural disaster ever - a chilling reality!

On 04 January 2005, following the TSUNAMI DISASTER, I wrote a very similar email - all I had to do was to change a few names - see:

The tragic aftermath of HURRICANE KATRINA in the USA will undoubtedly produce some heart-warming stories of courage and selflessness. We were, sadly, also exposed to acts of violence, looting and lawlessness!

Once again the lack of structured, capacitated civil society organisations became very evident.

The AMERICAN RED CROSS needs to be applauded for their effort in providing the affected people with food and medical attention long before government support was mobilized.

The role of civil society must be acknowledged and their invaluable efforts must be capacitated. In times of need these organisations could make a difference between life and death!

Civil Society could be defined as voluntary associations, organisations, movements and networks that live and work in the social space outside the state and the private sector.

Civil society must be seen as an instrument to provide much needed interaction with the people on the ground. It is evident that, in Africa, interactions between our people, communities, business and governments needs to be addressed to ensure broad-based participation, and in this, civil society organisations, play a vital role. For this critical function, civil society should be acknowledged and their efforts should be capacitated as we face other challenges on the continent and around the world.

OECD GLOBAL FORUM
As mentioned before I have been invited to attend the OECD Global Conference on Investment for Development with the theme "Making it Happen" to be held in Rio de Janeiro, Brazil from 25-27 October 2005.

I do not know which one of these situations are worse.

Tsunami:-
The technology to have predicted this freak of mother nature, exists, and is used along the coastline of the USA. USA could have installed the same technology alongside the islands, and in so doing, could have prevented the tragedy that unfolded with the loss of life. The victims of this storm understood that in order for them to survive, they will have to fend for themselves until the first help arrived via various means. The victims did not have any expectation of getting help soon, because, in their mind, no-one could have predicted this unfortunate event. Therefore, survival depended upon ones own situation, and not on when someone else would save you. Those that have survived can in addition find it easier to deal with the loss of loved ones, because this situation they found themselves in, was for all intends and purpose, a unique scenario.

Katrina:-
On the contrary, USA weather stations predicted accurately when and where this hurricane would strike. People were encouraged to evacuate their homes. The whole country brased itself for this strom. Every possible measure was put in place to deal with this storm, or was it.

Why were the following critical questions not answered when everyone were preparing for this storm?

How will they deal with the aftermath of this storm?
How many troops could they have mobilised ahead of time, in order to assist with the clean-up operations after the storm has passed?
Why did they not plan the aftermath logistics more accurately?
Why did they not prepare emergency medical staff to be on standby from other counties?
Understanding the fact that the USA is regurlarly pounded by these kinds of storms, I cannot understand why it took them five days to get the first assistance into the area, and the world responded within 24 hours to Tsunami?

USA holds the bragging rights when it comes to dealing with these kinds of tragedies, movies are made about how advance their crisis management centres operate, yet they are now making all the excuses under the sun to vindicate their racist policies. Famous Black Americans speaking out against their president on national television, gets switched off by the "so-called independent" TV networks. This truly begs the question about the objectivity of the american media. We can easily now assume that their broadcasts are censored by government and the white house.

The poor victims of this storm understood in their minds that because they are USA citizens, their government will immediately deal with whatever happens. A complacent air of expectation was created when everyone was warned about the pending the storm, and thus no-one really planned ahead. Everyone assumed that government will save them, because government has warned them. Unfortunately, the comfort zones that have excisted so long for black americans have now, more then ever, been shattered.

My prayers go out to all who have been affected by this unfortunate event.
