NEPAD/OECD INVESTMENT ROUNDTABLE
I have been invited and will be participating in the NEPAD/OECD INVESTMENT ROUNDTABLE scheduled for 25-27 May 2005 at the Imperial Beach Resort, Entebbe, Uganda.

The theme for this event is "MAKING IT HAPPEN" and is organised under the joint auspices of the Investment Committee of the Organisation for Economic Cooperation and Development (OECD) and the New Partnership for African Development (NEPAD)

Following the discussions at the OECD-NEPAD Africa Investment Roundtable in Johannesburg, November 2003, one of the outcomes of the then Roundtable was a joint action plan by OECD and NEPAD - Actions for a Positive Investment Environment in Africa to Promote Investment!

The expected outcomes of this Roundtable are:

* To enhance transparency regarding African countries' regulatory approach to FDI, including but not exclusively with regards to PPP, together with an action plan on the part of public authorities to further increase transparency.
* To achieve a shared understanding of the barriers to international investment and private participation in public utilities in African countries, together with an action plan to address these barriers, identify the least restrictive ways of safeguarding public interest and jointly monitor progress in this respect.

Dear Mr Peter ,
Since you will be attending THE INVESTMENT ROUNDTABLE , I believe it worth to highlight some of the major points regarding investment in Sudan :

- There is one body , one window stop , to handle & approve all investment applications . The procedure is very simple and there is trained officials to help .

- There is no discrimination between all investment projects and or investors being nationals or foreigners .

- Incentives given to investors include , allotment of land required for the project almost free or at a nominal fee , free utilities or at a nominal fee , free importation of all equipments and exemption of customs duties , tax haven extendable for 10 years , free importation of raw material , foreign manpower if required , free exchange , full repatration of profits in the same currency , full repatration of capital , loans and equipment in case of liquidation or other reasons , export of produce ...etc. MANY FOREIGN INVESTORS CLASSIFY THE INVESTMENT INCENTIVES IN SUDAN AS ONE OF THE MOST GENEROUS IN THE WORLD .

- Guarantees given to investors include , inter alia , no nationalization or seizure or confisication except for legal cause and after payment of adequate compensation . In this respect , it is important to mention that Sudan Judiciary is independent .

- Strategic projects as defined in the law or projects in remote areas are given more incentives .

- Sudan ratified all conventions / agreements related to settelement of investment disputes .

- In Sudan , there is foreign investment from almost all parts of the world . They are investing in agriculture , livestock , water & dams , oil & gas , energy , mining , IT services , hotels , communications , transportation , tourism , health , education , utilities , sports , aviation , vocational training & manpower , construction , industry ...etc .

- In addition to the natural resources in Sudan we have the required manpower of qualified and cheap labour . The level of education in Sudan is very high . For example , the universities are above 36 , this is in addition to specialized & technical institutes and colleges .

As mentioned earlier I was very keen to attend and speak in details about our experience in Sudan and exchange views with other participants for the betterment of Africa , however , I was not given this opportunity . I gave papers about investment in Sudan and other similar topics in many international conferences held in Dubai , China , Egypt , Bahrain , Pakistan , Malaysia , Tunisia , Turkey ...etc

May be you could refer to Sudan experience during this Roundtable . Good luck and many thanks .
