2010 WORLD CUP SOCCER PREPAREDNESS - WHO IS 'TOBE'?

This month the world's focus will turn to Germany where the FIFA Soccer World CupT 2006 starts on 9 June 2006 in Munich. This event is regarded as the biggest sporting event ever. Germany will host some 3 million spectators over the next few weeks while an expected 3,5 billion people will watch the game on TV.

On 9 July 2006, the day of the final in Berlin, the emphasis will turn to South Africa for the 2010 FIFA Soccer World CupT.

I was invited to participate in a conference, organised by the Institute for Local Government Management, held here in Johannesburg, South Africa on the 'Role of Local Government' with regard the 'State of Preparedness 2010' and also had the honour to MC the Gala Dinner on Monday evening. Guest speakers at the conference included the Deputy Minister, Ms. Nomatyala HANGANA, from the Department of Provincial and Local Government in South Africa as well as Dr. Danny JORDAAN, CEO, LOC (Local Organising Committee) FIFA World Cup 2010.

Dr. JORDAAN assured the delegates that the 2010 event had already delivered on the FIFA commercial or financial demands and reassured all that the event was well on track with regard deliverance. JORDAAN explained that the reason for the perception of non-disclosure of information was due to the current event in Germany. Once the event moves to South Africa (9 July 2006) information will flow.

I personally interacted with Dr. JORDAAN with regard the role that the rest of Africa could contribute to this event. I extended an invitation to meet more formally to discuss a few ideas and initiatives that may ensure an Africa event.

During the conference presentations were made by representatives of the various host Cities with regard their preparedness and this is where I failed to comprehend this 'to be' issue. Various stages of the preparedness reports referred:

"To be considered"
"To be debated"
"To be decided"
"To be approved"
"To be confirmed"
"To be appointed"
"To be implemented"

FIFA's demands include a 12-18 month test and trial period on all venues before the actual event, this leaves only 36 months to deliver. South Africa must take heed - FIFA will not allow this event to be jeopardized by lack of implementation.

I actually was an ambassador for the 1994 FIFA World Cup held in Chicago. If my memory serves me right FIFA requires a lot of volunteers who will need to be trained on international protocol.
There seems to be a limited amount of the volunteerism spirit here. I think that this is something that needs to be worked on now!

Dear Peter
Good to hear about your 2010 interest in your e-mail yesterday . I am not sure if you spotted the first public outcomes of the research being conducted in the HSRC's Urban, Rural and Economic Development Research Programme which was released some six weeks back?
I am attaching two documents which deal with this project - headed by Dr Udesh Pillay.
