SERVICE DELIVERY - INFRASTRUCTURE PARTNERSHIPS
The greatest asset any government can give or leave its' people is infrastructure - this is an essential component of sustainable development. I have constantly promoted PPP - as in Public Private Partnerships - as essential to developing infrastructure within the framework of PPP - as in a Process of Positive Participation.

Following the recent municipal or local government elections that took place here in South Africa, the ruling party received an overwhelming mandate to lead and deliver on basic services. Speaking at the closing ceremony of the 2006 local government elections the South African President, Thabo MBEKI, urged all political parties to deliver on promises they made during the run up to the elections. The President emphasised: "All parties, regardless of the support they got, should live by the obligation of serving the people that elected them. Local government is critical for the delivery of promises they made."

On 13 and 14 March 2006 I will be chairing a conference to be held at the Rosebank Hotel in Rosebank, Johannesburg, South Africa. This conference will address Innovative Infrastructural Service Partnerships - Enhancing Service Delivery through Public Private Partnerships.

This event should lead to some very interesting debate and lively discussion.

It was Trevor Manuel, South Africa's Finance Minister who recently said: "The diverse interests of different sectors can be harnessed for the collective good. This is what PPP's are all about. The public gets better, more cost effective services; the private sector gets new business opportunities. Both are in the interests of the nation."

The expansion of basic services and the development of sustainable infrastructure are key challenges in Africa. With government not having enough funds to build and maintain infrastructure, partnering with the private sector through public private partnerships is gaining popularity, both locally and internationally. One way of enhancing service delivery is to enhance the role of the private sector in financing and managing basic services such as water, sanitation, waste management, health, and others.
