FINANCING BLACK EMPOWERMENT PARTNERSHIPS

The South African government has embarked on a policy of encouraging broader black participation in the South African economy. There is somewhat concern in industry circles that the BBBEE (Broad Based Black Economic Empowerment) programme or initiative is (or has) only benefiting a select few. You may recall we recently commented on "To BEE or not to BEE" where The Foundation for the Development of Africa strongly recommended that the phrase BEE - Black Economic Empowerment be changed to BEE - Building Entrepreneurial Enterprises.

A conference, hosted by Terrapinn, is scheduled for 29 and 30 March 2006 to be held at the Sandton Convention Centre here in Sandton South Africa. This event will allow for industry leaders to meet and learn more about forming and financing sustainable empowerment partnerships.

I am glad that our country has people of your calibre, although such people would hardly be invited to come up with ideas and strategies that would create something of a public sustainable value.

Many thanks for this communication.
I just want to draw the attention of all to the fact that whilst we talk about development in Africa, we need at the same time to design and develop special administrative structures to deal with the plight of most poor, under-resourced and rural communities.
Most rural communities in Africa seriously lack essential tools required for sustainable development: human capital, financial capital, social capital, and physical capital.
These are aggravated by absence of resources for capacity building training, monitoring and evaluation of numerous interventionist measures aimed at addressing the situation.
In an attempt to address this situation, I would like to suggest that donors and government focus on identifying and empowering intermediary organisations that would serve the interest of local communities, as well as the interest of donors and government. These intermediary organisations would work with local government, to accelerate service delivery and build solid foundations from which sustainable development could be realised.
