THE PRIVATE SECTOR

More and more emphasis is being placed on the role of the Private Sector with regard Africa's business development initiatives. This is a step in the right direction however I am not sure as to who needs to make the first move. A few months ago I wrote:

"Africa's sustainable development is dependant upon the success of its business development - The success of Africa's business development is dependant upon governments' participation in creating an attractive investment climate - An attractive investment climate is partially dependant upon the availability of infrastructure - Infrastructure is more and more becoming dependant upon business development - A vicious circle!"

The current security workers labour strike, here in South Africa, organised by South African Transport and Allied Workers' Union (SATAWU), reminds one of how fragile Africa's investment climate really is. The Mail and Guardian headline recently proclaimed: "Union 'not prepared' to call off security strike" followed by content that the strike by security guards from the South African Transport and Allied Workers' Union (Satawu) will continue. "Satawu is not prepared to call off the strike. We are prepared to suspend the strike if the employers return to the negotiating table," Satawu general secretary Randall Howard told a press briefing.

I do not believe this statement to be conducive to any positive investment climate. Finding ways to resolve a labour dispute must be paramount and should never reach a state of anarchy before intervention. When a stalemate is reached in labour dispute negotiations, government has to intervene to resolve the issue - without delay

This growth and interest in Africa's business development is both phenomenal and reassuring.
