AFRICA AND THE G8

Once again the focus of discussion at the G8 Summit in St Petersburg, Russia, was severely disrupted by tragic 'events' in the Middle East. Somehow I recognise a pattern of perfectly timed 'events' orchestrated to secure the attention of these world leaders.

Africa is overdue its fair share of 'recognition' and 'deliverance' at these G8 Summit's and albeit the interaction with Alpha Oumar Konaré, Chairman of the African Union and Thabo Mbeki, President of South Africa, the core issues around the lack of implementation was side-tracked by these 'well-timed events' in the Middle East.

The meeting also packaged a host of 'documents' adopted by the G8 leaders including an "Update on Africa" which presents each of the G8 countries commitment to Africa - herewith an extract:

The G8 "Commitment"
Since the late 1990s, G8 Summits have given Africa a high priority. At Gleneagles last year the G8 agreed to a further set of measures to reduce poverty and support sustainable development in Africa. We are continuing to work in partnership with Africa, in particular in support of the AU and NEPAD, with a special focus this year on infectious diseases, education and energy security. This report reviews progress on G8 commitments on Africa since the last G8 Summit, while respecting the critical role of African ownership of the reform process.

The only question posed to President PUTIN during the closing statement was as follow:

Question:
"Mr. President, many African representatives thought as we were on our way to the summit that now is the worst time and no one was going to listen to Africa. So we were greatly impressed as you spent over two hours with our Civil G8 representatives. I told my colleagues: "Cheer up! President Putin talked about Africa." Now you say that this work will continue, and we have had a chance to set out our position. Thank you for that."

President PUTIN:
"As we prepared the St. Petersburg meeting, we wanted to have consistency. The baseline being that all the past decisions must be implemented, we admitted that we have not always done this in full and within the approved timeframe. However, as we again openly admitted that yesterday and earlier today, we agreed for the future to seek to honor all our past commitments.

African representatives - President Mbeki and the Chairman of the African Union - have talked a great deal about Africa's problems and drew considerable attention to them. This included both education (especially the education of girls and women) and health services. There was a heated debate about international trade rules, an intense discussion with the president of Brazil, who is always very tough and demanding toward developed economies. I am positive that all this will promote African development greatly.

There are many problems, problems which President Chirac and Prime Minister Blair in particular take very seriously. Britain has not only developed the Gleneagles plan of action but continues to promote those ideas now very actively. Clearly, we will go on working with our African colleagues in the future."

Hello Peter,
Thank you very much for the updates. Here in Uganda we are also working hard to move the Commission for Africa forum - Uganda Chapter forward.
I will ask our Chairman Hon. Professer Semakula-KIWANUKA to forward you all the updates so that we can share them with other Africans.
