NEPAD – SHOCKING DEVELOPMENTS

Two developments shocked the NEPAD establishment last week.

Firstly, Ruel Khoza, respected chairman of NEPAD’s Business Foundation, representing large business groups, accused the African Union of “shirking its responsibility” by not intervening in Zimbabwe’s crackdown on poor urban settlements. His statement coincided with the visit of United Nations special envoy to Zimbabwe, Anna Kajumulo Tibaijuka, following the deteriorating situation in that country.

Secondly, Senegalese President Abdoulaye Wade, a founding father of NEPAD, accused the NEPAD Secretariat of being “inefficient”. In an interview with the French weekly Jeune Afrique l’Intelligent, Wade said the secretariat, headquartered in South Africa, should be “closed down without delay”. He recalled that a decision had been taken to move the secretariat to Addis Ababa, Ethiopia, where it could work under the supervision of the African Union Commission.

The Secretariat’s headquarters are in South Africa -- the hub of Africa’s economic engine -- and most of its operating funds are being provided for by South African taxpayers. South African funding also pays for most of the expenses related to the costly Pan African Parliament, housed close to the NEPAD Secretariat in Midrand, halfway between Johannesburg and Pretoria. Many of NEPAD’s practical achievements so far have been due to close cooperation between active member nations, the Secretariat and business groups.
