REPORT BACK FROM THE MAPUTO CONFERENCE
The conference was aimed at implementation of NEPAD projects, focused on infrastructure.
As far as NEPAD Conferences go, [of which most are a complete waste of time, repeating the
same message until contracting sleeping sickness] this event at least achieved a degree of
respectability in getting down to business.
We are fortunate to have met the Mozambique NEPAD Director, Prof. Macuavelle who was the first member of this body to be effective and approachable in getting the message, motivation and action across.
He has accepted our invitation to address SAFCEC members and will field action implementation and real function questions after his presentation. More on the date in the coming weeks...NOT TO BE MISSED!!!
Our meeting with the Zambezi Valley Director [GPZ] Prof. Sergio Viera favoured the continued
association with developments in the Valley.
Coming up: GPZ
* A $30m tobacco processing facility in Manica, due to commence in June.
Other:
* World Bank has advised that the 50% skills transfer program is still open and funds can be secured.

CONSTRUCTION CENTRE
* The Sena Rail tender, shortlisted between the S.A. International consortium and the Chinese.
Award expected in May. [Although it would seem obvious the the S.A. Int. Consortium will win, I am
of the opinion that the Chinese are making extensive inroads into Mozambique and are on an equal
footing in this award]
* Caia Bridge is seeking a final $20m before going out to tender. Funding is already secured from the
Nordic and American community which could favour the award to their participating contractors.
* Moatize coalfield expected to proceed simultaneously with the Sena Line award.
* Moatize thermal power station expected to proceed shortly after the rail/coal awards.
* Panda Ncua Hydroelectric dam is now "bankable" and Private Partners are being solicited to
participate. - smaller hydro-projects to follow.
* Large scale agricultural projects available and underway throughout the region.
* A forestry project is possible on the Agonia Plateau including a wood chip plant for export.
* Angonia has a full airfield and suitable for agro schemes. [possible rehab of the runway.]
* A Fornula One style hotel planned for Tete.
* Moma Sands project on the final leg to commence.
* SAFCEC is motivating the Bauxite and Mineral reserves in the valley, with a remote possibility
of an Alumina processing plant and Hydro-electric dam on the Shire.
* SAFCEC has received requests from the Israeli's, Japanese and Americans to participate in the
valley with members.
* A helicopter service from Tete into the Valley areas favoured by GPZ.
* Further planning with the GPZ Director in regard to a trade mission to the Valley, due in the next few
weeks.
* A huge regional funding of integrated tourism initiatives is in progress, more info from SAFCEC
EXPORT.
* The Maputo Port Management Agreement expected [hopefully] to be concluded in March. $70m to
be spent. Most of the larger Civil Contracs are already allocated, but many smaller supplies and
contracts are still open along with shipping logistics.
Proposals for a 'waterfront' are encouraged.
* The Mozambique Civil Contractors are considering joining SAFCEC Export to foster partnering
and further development of these emerging contractors.
* The Moz. Min. of Trade and Industry: Carlos Morgado is more than open for business and
approachable.
* The IFC appointee for Sub Sahara Africa Projects will be posted in JHB from May and looking for
PP Initiatives, as are RMB, NIB and PROPARCO.
* The Catembe Beach Hotel has been renovated and managed by a Belgium couple. They have their
own ferry-shuttle. Highly recommended for a visit.
* The Rovuma Carlton Hotel is renovated, well situated in the city with safe parking.
